Weekly refereeing review: 14–21 September 2026

From Pro Ref’s Mic’d Up reckoning on Old Trafford to IFAB’s throw-in countdown drills and The FA’s scout call across the National League pathway, the week that mattered for match officials.
A week of honesty at the top of the English game and hard Law refreshers from Zurich. Pro Ref put VAR audio on the table after the Manchester derby; IFAB kept drilling 2026/27 restart and handling scenarios; and The FA pushed pathway appointments from CORE to FA Cup qualifying and a fresh scout recruitment drive. For officials, the through-line was the same: know the Law cold, manage the restart, and own the process when it goes wrong.

## What officials should take from this week

- **Subjective offside needs the full APP, not tunnel vision** — a player who never touches the ball can still interfere; VAR must pull the check wider than the scorer.
- **2026/27 restart Law is live** — deliberate throw-in delay triggers a visible five-second countdown and a turnover; accidental double-touch on a penalty that goes in is a retake, not a goal.
- **Outside the box, the goalkeeper is just another player** — handling is a direct free kick; cards only follow reckless, SFP/VC, SPA or DOGSO criteria.

## Pro Ref puts derby VAR error on Mic’d Up

Howard Webb used the season’s first *Match Officials Mic’d Up* to admit Erling Haaland’s Old Trafford winner should have been disallowed: Enzo Fernández, offside and diving at the cross, almost certainly impacted Lisandro Martínez and the goalkeeper. Webb described “tunnel vision” on Haaland’s three-centimetre onside call and said the rest of the VAR team failed to pull the check onto interfering with an opponent. Officials involved were stood down until after the international break; United were shown the audio. The result still stands — Law 5 finality holds — but the learning is public.

**Saturday takeaway:** When working APP, force a second question after “did they touch it?” — did the attacker’s action change a defender or goalkeeper’s ability to play the ball?

## IFAB: goalkeeper outside the area is not an automatic card

IFAB tackled a common myth: any foul or handball by a goalkeeper outside their penalty area does not automatically mean a card. Outside the box they cannot handle; illegal use of hand/arm is a direct free kick and is treated like any other offence. Disciplinary action follows the usual scale — yellow for reckless, red for serious foul play or violent conduct; careless alone (and not SPA/DOGSO) means no card.

**Saturday takeaway:** Restart first (DFK), then ask the same disciplinary questions you would for an outfield player — don’t reach for a card because it was the keeper.

## IFAB Law drill: delaying the throw-in

With Team A a goal up late and walking the ball to the touchline, IFAB’s 2026/27 scenario asks what the referee does. The answer sits in the throw-in and goal-kick countdown protocol: whistle and signal, visual five-second countdown; if the ball is not in play, award the throw-in to the opponents from the same spot. A caution follows only if the offenders then delay the *opponents’* restart. Slow retrieval or wrong positioning can start the clock before the player even has the ball.

**Saturday takeaway:** Practise the choreography now — whistle, open-hand signal, clear five-count — so late-game time-wasting becomes a turnover, not a prolonged argument.

## Accidental double touch at a penalty: retake, not goal

IFAB’s other Law quiz: right-foot penalty, ball clearly moves, accidentally clips the left foot, then enters the goal. Under Law 14 / Circular 31 confirmation in the 2026/27 Laws, an accidental second touch that results in a goal means the kick is retaken — not awarded, and not an IFK for a deliberate second touch. If the accidental double touch does not enter the goal, award an indirect free kick (or record a miss in a shoot-out).

**Saturday takeaway:** Separate accidental slip from deliberate second touch; goal + accidental double touch = retake.

## FA pathway: scouts wanted, CORE refreshed, FA Cup appointments

FA Refereeing spent the week on the pathway. A Referee Scout vacancy closed over the weekend for officials operating in Men’s National League North and South and Tier 3 of the women’s pyramid — flexible consultancy work to feed talent identification. Stamford hosted FA CORE Q1, refining LOTG updates and match-officials processes. Congrats also went out to Second Round Qualifying Emirates FA Cup appointments, while futsal officials completed a pre-season development camp ahead of kick-off.

**Saturday takeaway:** Pathway strength is scouting plus education — if you assess or mentor at Step 2 / women’s Tier 3, the FA is actively recruiting eyes on those games.

## Respect the Standard still sets the grassroots tone

England Football kept the behaviour message front and centre: “We all have a part to play… Respect the Standard.” For 2026/27 that sits alongside Positivity Champions, a refreshed Behaviour Hub, cooling-off periods, Captains Only, and U18 referee armbands — all aimed at safer matchdays for players and officials. Serious misconduct remains rare (~0.09% of fixtures); the campaign’s job is to keep it that way and back the referee when it isn’t.

**Saturday takeaway:** Use Captains Only and, where adopted, cooling-off pauses early — de-escalate before you reach abandonment.
