Weekly refereeing review: 10–17 August 2026

From five-second throw-in and goal-kick countdowns to FA goal-kick handball guidance and Sam Barrott’s Community Shield, the week that mattered for match officials.
The 2026/27 Laws are no longer a pre-season briefing note — they are match reality. Across parks, NLS and the professional game, UK officials spent the week turning IFAB’s tempo protocols into practised habits, while Pro Ref’s new structures met the season’s first high-visibility appointment and The FA tightened a long-running goal-kick grey area.

## What officials should take from this week

- Treat deliberate delay at throw-ins and goal kicks as a management sequence: cue, whistle/signal, five-second visual countdown, then restart to the opponents — yellow only for excessive further delay.
- If you stop play for an actual or suspected outfield injury (or allow on-field assessment), the player leaves for one running minute after the restart unless a Law 5 exception applies — declining treatment does not cancel the minute.
- Once the ball is stationary in the goal area and kicked, the goal kick has been taken: deliberate handling immediately after is handball (penalty if a teammate inside the area; IFK if the goalkeeper) — align with FA / Pro Ref consistency, not “pragmatic” bailouts.

## Five seconds to take it — or lose it

IFAB’s throw-in and goal-kick countdown is now the everyday tempo tool: when a restart is being deliberately delayed, the referee may hurry the player, then starts the countdown with whistle, clear restart signal and a raised-hand five-second count (verbal optional). Miss the window and the throw-in flips to the opponents from the same spot, or a delayed goal kick becomes a corner on the nearer side. No yellow for the countdown itself unless the same side then excessively delays the new restart. Corner kicks are not in this protocol.

**Saturday takeaway:** Practise the sequence so players hear the count as time management, not a surprise sanction — especially where a pre-count whistle alone confuses the restart.

## The one-minute injury clock is biting

Outfield players who cause a stoppage for injury, or who are assessed/treated on the field, must leave and stay off for one minute (running clock from the restart), then re-enter only with the referee’s permission. Exceptions remain (goalkeeper; GK/outfield collision; same-team collision; severe head/cardiac/life-threatening events; injury from a cautioned/sent-off physical offence; injured penalty taker). Circular 34 underlines that a head-injury stoppage still means a minute off for medical evaluation. Grassroots chatter this week shows players still assume “no physio = stay on” — that reading is wrong.

## Ten seconds to leave — or the sub waits a minute

The time-limited substitution protocol is live: the player coming off has ten seconds from the board/signal to leave by the nearest boundary (unless the referee directs otherwise). Fail that and they must still leave, play restarts without the substitute, and the replacement may enter only at the first stoppage after one running minute. Caution only for excessive delay beyond the ten seconds; genuine injury/safety can pause the clock. Circular 34 clarifies sending-off timing around that delayed entry, and that a goalkeeper exceeding ten seconds is cautioned while the incoming keeper is not delayed.

**Saturday takeaway:** Signal clearly, count the last five if needed, and do not renegotiate which substitute enters after a slow exit.

## FA closes the “pass then handle” goal-kick loophole

County FA guidance circulating this week adopts the UEFA / Pro Ref line with immediate effect: after a goal kick is awarded, once the ball is stationary in the goal area and kicked by the goalkeeper or a teammate, the kick has been taken. Deliberate hand/arm contact immediately afterwards is handball — penalty if a teammate handles inside their own penalty area; indirect free kick if the goalkeeper handles. Goalkeepers who want a teammate to take it should use their hands to supply the ball, not a foot pass that accidentally completes the kick.

**Saturday takeaway:** Do not re-characterise a completed kick as “just delivering the ball” to avoid a restart that looks harsh.

## Pro Ref’s new pool meets the curtain-raiser

Professional Game Referees (Pro Ref) — formerly PGMO — now runs a single Professional Referee Group for Premier League and Championship appointments, collapsing the old Select Group 1/2 split to sharpen competition and pathway flexibility under Howard Webb and Danielle Every. On 16 August that system’s early-season showcase was the FA Community Shield in Cardiff: Sam Barrott in the middle, Farai Hallam fourth official, James Bell on VAR, as Arsenal beat Manchester City 3–0.

**Saturday takeaway:** Merit-flexible appointments are the stated Pro Ref model — expect more crossover names on big early fixtures, not a fixed “PL only” caste.

## VAR toolbox: what is Law, what is still trial

The 2026/27 VAR protocol already expands review categories (clearly wrong second yellow leading to red; broader mistaken identity; optional immediate correction of a clearly wrong corner). Circular 34 (27 July) adds operational clarifications for the tempo protocols and confirms two IFAB trials — tactical goalkeeper injuries, and VAR for attacking-team offences before the ball is in play at a corner or attacking free kick (World Cup 2026 usage) — which competitions may only run with prior IFAB permission. Mistaken-identity use against simulation remains parked pending the fuller VAR review.

**Saturday takeaway:** Know which VAR additions your competition has actually adopted; World Cup trial categories are not automatic for English leagues.
